The Commission is organising a selection procedure to constitute a reserve list of 20
candidates in order to fill approximately 10 administrator posts within the Chief Economist
Team (CET) of Directorate-General for Competition.
The Chief Economist Team (CET) assists DG Competition in the development of economic
analysis and quantitative evidence in the implementation of competition rules. CET
economists also provide guidance on methodological issues and policy developments and give
assistance in relation to cases pending before the Community Courts.
GENERAL CONDITIONS
Candidates must satisfy the requirements set out in Article 12 of the Conditions of
Employment of Other Servants of the European Communities1, which include being a
national of a Member State of the European Union.
The European Union institutions apply a policy of equal opportunities and accept applications

TYPE AND DURATION OF CONTRACT
The successful candidates may be offered a temporary contract under point (a) of Article 2 of
the Conditions of Employment of Other Servants of the European Communities in accordance
with the Commission Decision of 28 April 2004 on a new policy for the engagement and
employment of temporary staff2. The duration of the contract may not exceed four years, with
the possibility of renewal for a maximum of two years.
The duration of the contract will also take account of the relevant provisions in the
Commission Decision of 28 April 2004 on the maximum duration of recourse to nonpermanent
staff (six years over a twelve-year period)3.
PLACE OF EMPLOYMENT Brussels
LEVEL AD8 (as an indication, basic monthly starting salary of
€6 069.10 to €6 324.13) (amounts to be adjusted annually)4
NATURE OF DUTIES
The economist will report directly to the Chief Economist and will provide assistance on the
following tasks:
- General guidance in individual competition cases from their early stages and detailed
guidance in the most important competition cases involving complex economic issues,
in particular those requiring sophisticated quantitative analysis.
- Guidance on methodological issues of economics and econometrics in the application
of the EU competition rules. He or she may also be called upon to contribute to the
development of general policy instruments.
DG COMP is looking for economists who have a strong expertise in industrial organisation
(with an empirical and / or theoretical background). Candidates should have a confirmed
experience in competition policy procedures and a proven ability to apply economic analysis
to competition policy cases.
QUALIFICATIONS
A level of education which corresponds to completed university studies attested by a diploma
in economics where the normal period of full-time university education is four years or more;
or,
A level of education which corresponds to completed university studies attested by a diploma
in economics and appropriate professional experience of at least one year where the normal
period of university education is at least three years. This professional experience will be part
of the diploma and will not be taken into account in the required number of years of
professional experience.
A PhD in the field of economics or econometrics relevant to competition policy is considered
as a strong advantage.
EXPERIENCE
By the time of starting the employment, and in addition to the qualifications required above,
candidates must have at least 9 years' professional experience gained after obtaining the
diploma required for admission to the selection procedure.
Areas of expertise should include modelling and quantitative empirical analysis. The
candidate should have a proven ability to apply state of art theory and develop original
economic analysis. Experience should involve the development and presentation of economic
analysis in antitrust cases and interactions with other parties (lawyers, case handlers and
private parties).
The following will also count as professional experience:
- specialist work placements or periods of further training undertaken since obtaining the
degree required for admission to the selection procedure and preparing for the type of work
described under "nature of duties", attested by an official document;
- additional periods of training, study or research in the field – including but not limited to a
PhD -, undertaken since obtaining the degree required for admission to the selection
procedure and preparing for the type of work described under "nature of duties", attested by a
certificate or diploma at least equivalent to that required for admission to the selection
procedure.
LANGUAGES
Candidates must have a thorough knowledge of English and a satisfactory knowledge of
another Community language.
CONDUCT OF THE PROCEDURE
There will be three separate, successive stages of the procedure:
1. Preselection
The selection committee, composed in accordance with Article 2(c) of the Commission
Decision of 28 April 2004 on a new policy for the engagement and employment of temporary
staff5, will carry out a preselection based on the qualifications and professional experience
described in the application form and letter of motivation.
2. Admission
The preselected candidates must provide the official supporting documents confirming the
information given in their application form, i.e.:
- copy of a document proving citizenship (identity card or passport);
- copy of the diploma(s) or certificate(s) of the required level of education;
- employment certificates proving the length of professional experience. These documents
must clearly show the start and end date and continuity of each of the periods of
professional experience to be counted for this selection procedure. For this purpose
candidates should ideally produce employment certificates from their former employers
and current employer. Failing this, copies of the following documents, for example, will be
accepted: employment contracts, accompanied by the first and last pay slips and the final
monthly pay slip for each intermediate year in the case of a contract of more than one year,
official letters or acts of appointment, accompanied by the final salary slip, employment
records, tax declarations.
Final acceptance of the application is subject to presentation of the requisite supporting
documents. If these documents are not received by the deadline stipulated, the application will
be deemed void.
If candidates are in any doubt about the nature or validity of the documents to be presented
they should contact the secretary of the selection committee at least ten working days before
the deadline expires, via the functional mailbox at the following address: COMPSELECTION-

ec.europa.eu. The aim is to enable them to produce a complete and
acceptable dossier by the deadline.
Successful candidates who are to be offered a job will, at a later date, be required to produce
the originals of all the requisite documents for the purpose of certification.
3. Selection
Candidates who have successfully completed the admission stage will be invited for an
interview in order to be assessed and compared objectively and impartially on the basis of
their qualifications, professional experience and knowledge of languages, as set out in this
notice.
The list of aptitude will be valid maximum two years. The validity of the list may be
extended. The closing of the list will be published on the EPSO website as well as on the
Intranet of the Commission.
APPLICATIONS
Applications must be done via the EPSO account of the candidate and filling in the on-line
application form, following the instructions on the EPSO website concerning the various
stages of the procedure.
Candidates not having and EPSO accounti should create it following the instructions for
creating an account on the EPSO website http://www.eu-careers.eu/.
Candidates must have a valid e-mail address and are responsible for keeping it and personal
details up to date in the EPSO account.
It is the candidates' responsibility to complete the on-line application before the deadline.
Once the deadline has passed, candidates will no longer be able to submit an on-line
application.ii The application procedure itself can take quite some time because of the amount
of information to be filled in.
When applying on-line, the first time candidates save any data, they will be assigned a
number. This will be the reference number in case of a technical problem during the
application process. Once the application form completed, candidates have to submit it by
entering their password. They will be informed on-screen if this is successful. The reference
number will become the definitive application number, and will have to be quoted in all
subsequent correspondence with EPSO. If the on-screen confirmation does not appear
because of some technical problem, candidates can reconnect to the EPSO account at any
time, where they will be informed whether the application has been properly registerediii.
