The Directorate CND, with the active engagement of the stakeholders, shall achieve the design and implementation of a collaborative, high-performance pan-European ATM system that meets all users' requirements short-term, and shall lay the foundations for the medium- and long-term evolution of the system through the Single European Sky (SES) and SESAR, its technical component.
The Communications Navigation Surveillance (CNS) expertise area is organised in four Expertise Units: Communications, Navigation, Surveillance and Surveillance Products & Services (SPS). The role of the SPS is to manage the further development of system/software products developed by EUROCONTROL for its Member States and to provide support for their deployment.
JOB RESPONSIBILITIES
Within the Surveillance Products and Services Unit, the ARTAS product (ATM Surveillance Tracker And Server) is the joint European Surveillance Data Processing system developed to promote the ATM harmonisation and integration in the ECAC area. ARTAS is now operationally used at 19 sites and is undergoing tests at another 20 sites. In order to meet users' requirements, there is a continuous need to perform changes to ARTAS through corrective, perfective and adaptive upgrades and maintenance of the system. Required software builds are produced by external contractors, under EUROCONTROL outsourcing contracts.
The successful candidate will be primarily involved in the ARTAS support and maintenance activities, as a member of the Centralised ARTAS Maintenance and Operational Support (CAMOS) team, under the supervision of the ARTAS Product Manager. He/she will be responsible for the following tasks:
provide first-line helpdesk support to the ARTAS Users, having in depth expertise on the ARTAS functions, mainly the Tracker;
provide second-line support by analysing users trouble reports stored in the support database, identify suitable tuning solution and/or decide for corrective maintenance actions at sub-contractors;
manage at technical level the ARTAS software maintenance activities performed by sub-contractors;
contribute to the specification of new system capabilities coming from user requirements and participate to subsequent contractual actions.
REQUIRED PROFILE
University degree in a relevant subject or equivalent professional experience.
5 years of experience in developing and evaluating surveillance data processing systems. Knowledge of ARTAS and evaluation tools (e. g. SASS-C) would be an advantage.
Good knowledge of UNIX and LINUX operating systems.
Good knowledge of software maintenance and configuration control.
Highly developed oral and written two-way communication and cooperation skills; proven ability to build and maintain relationships with people at all levels.
Good knowledge of project management techniques and methodology is desirable.
Pragmatic, pro-active and result-oriented approach with sense of initiative and ability to work with minimum guidance is desirable.
Ability to work in a multinational and multicultural environment.
The working languages of the Agency are English and French. For this particular post, candidates must have an excellent command of English and a working knowledge of French.

Agency staff subject to the Staff Regulations governing officials, the General Conditions of Employment governing servants at the Maastricht Upper Area Control Centre, or the Conditions of Employment of Contract Staff are considered internal candidates. ADDITIONAL INFORMATION
An initial selection will be made by a Selection Committee on the basis of the candidates' qualifications and experience. Thereafter, those candidates considered suitable may be invited to assessment and interviews.
The selected candidate will be offered a contract of three years. The contract may be renewed once for a fixed period of not more than three years. Before being confirmed in his/her post, the selected candidate will have to complete a probationary period of 9 months.
The contract will be governed by the provisions of the "Conditions of Employment of Contract Staff at EUROCONTROL". The generic post is: Specialist.
