Job description
* Manage HR issues (contracts, terms of employment, vacations, social security and insurance, etc.) for staff working on EC-funded projects
* Ensure implementation of NRC Europe standard personnel policy guidelines, including adhering to Belgian labour laws, taxation systems and rules
* Contribute to the follow-up, development and implementation of NRC Europe’s HR policies, personnel manuals and other HR guidelines
* Monitor changes to relevant procedures and regulations and assist Director to ensure that staff, providers, and consultants fulfil administrative and HR requirements, including reporting to statutory bodies
* Provide direct support to the field in HR-related matters
* Facilitate recruitment, induction courses and training for staff
* Coordinate the recruitment of interns: networking with universities in Belgium and abroad, including advertising, screening and reviewing of internship applications
* Oversee salary processing and payment in liaison with the relevant external agencies
* Ensure the smooth running of the office
* Undertake procurement processes for NRC Europe
* Develop and update NRC Europe website and intranet
* Ensure that all necessary agreements, permits and licenses necessary for NRC Europe’s activities are in place
* Ensure that archives are in use and maintained according to the NRC Europe regulations
* Manage travel arrangements
We offer
* Commencement: May 2009
* Contract period: 12 months with possible extension. Part time (50%) contract.
* Salary/Benefits: competitive with international NGOs in Brussels. Terms and conditions are according to Belgian law.
* Duty station will be Brussles.
Qualifications
* Relevant university degree, preferably human resources or business / public administration OR other relevant educational background combined with relevant professional experience. Experience from HR and management may compensate for lack of formal education.
* Minimum 3 years of experience in human resources management or administration within the humanitarian sector
* Good knowledge of the Belgian legislation and labour law
* Good knowledge of the non profit sector (ASBL, NGO)
* Solid experience of work with windows based computer software
* Strong communication, interpersonal, analytical and negotiation skills
* Fluency in English and French, both written and verbal
* Proficiency in Dutch and field experience will be an asset
