1) JOB DESCRIPTION:
Reports to the Policy Coordinator
Purpose of job: to support, advise, and strengthen EAPN in its policy and advocacy work.
Main tasks:
Policy and Advocacy work
General
• To be responsible for the intelligence, research and advocacy work for an identified area/s of
EAPN’s anti-poverty and social exclusion policy work in coordination with specific working
group/s.
• To be the named officer responsible for the coordination of a specific EAPN working group/s and
to support the group in developing policy and project proposals relevant to the specific work
area/s.
.
Information and Analysis
• To analyse and monitor relevant legislation, policies, measures, projects and studies, relevant to
the designated policy area/s and produce policy briefings and analytical reports in consultation
with the relevant working group/s.
Advocacy
• To draft position papers/articles and reports and to develop and implement a lobbying strategy
with the key EU institutions and other relevant actors, in consultation with the EAPN working
group/s and the EAPN governing bodies.
Campaigning
• To ensure effective EAPN campaign work in the area/areas concerned.
Other tasks:
• To contribute to the development and capacity-building strategy for EAPN in relation with the
officer responsible for the capacity building strategy within EAPN.
• To liaise with national networks and facilitate their active engagement in the work of EAPN and
in particular in the EAPN policy working groups.
• To assist National Networks to contribute to EAPN campaigns.
• To contribute to EAPN’s information tools in support of the Information Officer
• To provide information on EAPN and its policies to outside groups/individuals when necessary
• To share in the organisation, support and follow-up of meetings, seminars etc. when
appropriate
• To contribute to developing an effective team approach with other workers based in the
secretariat.
2) PERSON SPECIFICATION
Knowledge
Essential:
• Knowledge of NGOs and NGO Networking
• Knowledge of EU Social Policy
• Knowledge of EU institutions and functioning
Desirable:
• Knowledge of national policy-making processes
• Knowledge of national anti poverty and social inclusion policies
• Knowledge of EU policy in other fields
Skills/abilities

3) JOB CONTEXT
EAPN Team
The person will be part of a team of 13. He/she will liaise with a network of very diverse national EAPN
networks (one of each member state of the EU) and + 25 European Organisations. He/she will need to
liaise with the statutory working structures and designated working groups and planning groups in
EAPN.
Current Job Role
The policy officer will be responsible for delivering policy/advocacy work on Structural Funds, Services
of General Interest and Discrimination. He/she will be responsible for delivering the policy areas through
specific EAPN working groups.
Special conditions:
Available to work unsociable hours (i.e: some weekend meetings, time off in lieu is given). Availability to
travel.
Remuneration Package
The person will be employed under the Belgian law. The gross salary scale applicable to this position
ranges from 2526 to 3579 Euro monthly, depending on relevant experience. Further benefits
include a thirteenth month, double holiday pay, a forfaitary amount of 123,95 € on top of the monthly
salary for expenses related to the job, reimbursement of public transport to come to work, meal
vouchers, an extra-legal pension fund, a hospital insurance.
