REPORTS TO: Regional Director, TRAFFIC Europe Programme

DURATION: Fixed-term position for a period of twenty months with the possibility to extend.

CLOSING DATE FOR APPLICATIONS: 5 May 2009

TRAFFIC is seeking a Programme Officer for its regional Europe Programme. The Programme Officer will play a pivotal role in developing and implementing TRAFFIC Europe’s regional work programme. The position will report to the TRAFFIC Europe Regional Director. This is a fixed-term position for a period of 20 months with the possibility of extension. It is anticipated the position will be based in Cambridge, UK.

BACKGROUND
TRAFFIC, the wildlife trade monitoring network, works to ensure that trade in wild animals and plants is not a threat to the conservation of nature. TRAFFIC actively monitors and investigates wildlife trade and provides information to diverse audiences worldwide as a basis for effective conservation policies and programmes. The organization was founded in 1976 and has grown into an international network, with 25 offices worldwide, organized in eight regional programmes. TRAFFIC is a joint programme of WWF, the conservation organization, and IUCN, the International Union for Conservation of Nature.

DUTIES
The Programme Officer will play a pivotal role in developing and implementing TRAFFIC Europe’s regional work plan, working in close collaboration with TRAFFIC’s partners WWF, the global conservation organization, and IUCN, the International Union for Conservation of Nature.

SPECIFIC DUTIES
* Assists in the development of TRAFFIC Europe’s regional work plan, including proposal development, and implementation of projects and formulating appropriate policies and recommendations.

* Provides support to and leads in the implementation of a number of activities monitoring and assisting the implementation of CITES in the European Union;

* Assists with specific TRAFFIC Europe projects, in particular those dealing with fisheries, threatened animal species, and European wildlife markets;

* Provides technical assistance, data analysis, scientific information and research support to TRAFFIC Europe staff and to the TRAFFIC network, and to related national and international agencies and organizations, including formulation of recommendations for TRAFFIC, WWF and IUCN, the CITES Secretariat, the European Commission, government agencies, and others appropriate audiences;

* Communicates the nature and results of the work that TRAFFIC undertakes and represents TRAFFIC Europe at designated international meetings and conferences, and reports on these meetings;

* Assists in fund-raising efforts and in development of funding proposals for TRAFFIC Europe.

* Other tasks related to TRAFFIC’s global conservation programme as agreed with the TRAFFIC Europe Regional Director.

REQUIREMENTS
* University qualifications in ecology, resource management, environmental policy or law, preferably related to wildlife trade, or at the minimum an environmental policy-related focus. A fisheries-related degree and/or experience an advantage;

* Significant practical experience in international wildlife conservation preferably with government or an international Non-Governmental Organization (NGO) / Inter-Governmental Organization (IGO);

* A good understanding of international nature conservation laws and agreements, including CITES, and of relevant regulations and legislation in the European Union and in other European regions;

* Strong research and analytical skills, and an ability to articulate complex issues clearly;

* Strong networking skills and communication skills and ability to work in different cultural contexts;

* Willing and able to travel;

* Fluency in spoken and written English; fluency in other languages used in the European Union (preferably French or Spanish) or in EU neighbouring countries, an advantage.

SUPERVISION: Supervises consultants as required.
