1. RESPONSIBILITIES OF THE POST:
- Post 1359, Senior Engineer – Manager Internal Facilities (Building & Facilities BEL), is a position within the NATO C3 Agency (NC3A), an organization of the North Atlantic Treaty Organization (NATO).
- The NC3A serves the Alliance through the unbiased application of scientific and technical support, and C4ISR (Command, Control, Communications, Computer, Intelligence, Surveillance and Reconnaissance) acquisition expertise.
- NC3A is organized in a top-level management directorate and distinct yet interrelated segments: Sponsor Accounts Segment; Core Segment; Production Segment; and Shared Resources Segment. This post is assigned to the Shared Resources Segment, where the responsibility rests for delivery of state of the art services to NC3A and where applicable its customer base, possibly as a shared service.
- NC3A operations are underscored by the organization’s core values and vision to be an essential, one-team contributor to NATO success. It operates on the basis of sponsor-provided funding, which enhances its product and service focus. The Agency is an innovative and trusted Alliance partner and achieves its short- and long-term goals and objectives through the application of strategy-focused organizational principles, to which this post is directly linked.
- The General Services Resources Centre Team (GSRC) is an organisation pulling together the general services for NC3A.
The major responsibilities of the incumbent will be to:
- Execute personnel management of the Building & Facilities Section (BFS) Belgium
(BEL) for NC3A and affiliated agencies.
- Maintain O&M (Operation & Maintenance) and supervise all building facilities (for NC3A and affiliated agencies).
- Ensure technical facility support for the entire NC3A BEL element and affiliated agencies aiming for a high grade of service.
- Assist in the execution adherence to health and safety, CE and NATO regulations and procedures.
- Coordinate all building facilities with the affiliated agencies.
Assignments include:
- Rating Officer’s obligations for the Building & Facilities Section BEL assigned personnel
- Duties to back up similar functions for Head of Buildings & Facilities at The Hague.
2. DUTIES:
Under the direction of RCM but largely on their own initiative, the incumbent will perform duties such as the following:
- Manage all aspects of assigned responsibility regarding the provision of effective facility support for the NC3A and affiliated agencies staff in Belgium
- Supervise the assigned personnel with respect to task execution
- Liaise with the Building & Facilities Section at the Hague ensuring coherent service provision and O&M for the whole NC3A Agency; planning of facility services in accordance with agreed policy and actual user requirement
- Contribute to the development of annual budget plans and forecasts based on the user requirements in his area of responsibility
- Prepare procurements in accordance with in force procedures and participate in the preparation of technical specifications for building facilities including external O&M services
- Contribute to management reporting as required
- Prepare, co-ordinate, participate and supervise the training of subordinated staff
- Allocation of office space reserves and parking of the building premiums
- Perform Configuration Control regarding the installed building facilities, internal moves
- Supervision and control of telephone expenditure for telephone calls
- Ensure adherence to safety, health and NATO regulations and procedures
- Deputise for higher grade staff
- As senior GSRC representatives in Brussels, maintain a very close working relationship with GSRC line managers to ensure other GSRC elements in Brussels are delivering the highest standards of service. Provide management support and guidance as required
- Perform any other duties as may be required.
3. PROFESSIONAL CONTACTS:
The incumbent is responsible for:
- Service companies and NATO HQ
- O&M service providers.
4. SUPERVISORY/GUIDANCE DUTIES:
The incumbent shall provide professional guidance and instruction to other staff. (If applicable, or none)
BFS BEL Section regarding managerial issues and technical building and graphical/ reproduction systems guidance.
5. WORKING ENVIRONMENT:
Work is conducted in a normal office environment.
6. TRAVEL REQUIREMENTS:
- Some, at least between both locations of the Agency
- For education and training
- May be required to undertake operational deployments and/or TDY assignments both within and without NATO’s boundaries.
7. QUALIFICATIONS AND EXPERIENCE:
- Essential:
 A university degree in construction science or a related discipline. The lack of a university degree may be compensated by the demonstration of particular abilities or experience of interest to the Agency.
 Minimum experience of 5 years of practical O&M of facilities support
 Basic knowledge of regulations and guidelines for building constructions in Belgium
 Proven ability to communicate effectively orally and in writing
 Proven experience of 2 years in a Customer Relationship Management service environment.
- Desirable:
 Knowledge of ACT, ACO and NATO responsibilities and organisation
 Conversant with NATO policy and procurement procedures
 Experience of working in an international environment, comprising both military and civilian staff
 Office automation experience
 Conceptual understanding of PABX, telephone systems, networking and cabling
 Knowledge of commercial and industrial standards for construction design
 Practical field maintenance service for facilities.
8. PERSONAL ATTRIBUTES:
The incumbent should possess the personal qualities of tact, judgement and adaptability as well as good political awareness and motivational and listening skills. In addition, a sense of diplomacy and propriety in order to work harmoniously with colleagues and other staff, both civilian and military, from NATO and the NATO nations, as well as with staff from private scientific/industrial organisations is needed.
9. LANGUAGE PROFICIENCY:
A thorough knowledge of one of the two NATO languages, both written and spoken, is essential and some knowledge of the other is desirable.
Most of the contractors the incumbent will deal with speak French or Flemish as a first language, an understanding of either language would be desirable.
NOTE: Most of the work of the NATO C3 Agency, however, is conducted in the English language.
10. STARTING SALARY & CONTRACT OFFER:
Starting basic monthly salary is 5,787.05 Euro and is exempt from income tax. Additional allowances may apply depending on the personal circumstances of the successful candidate. The successful candidate will be offered a definite duration contract of three
years, which may be renewed by mutual consent for 2 further 3- year contracts. Serving civilian members of NATO will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Security clearance procedures will be initiated after selection of candidate, where necessary, for NATO Secret.
