Site Management Technician

1. BACKGROUND

The European Defence Agency has been established by Council Joint Action 2004/551/CFSP on 12 July 2004 (O.J. L 245. 17.07.2004).
The Agency has its headquarters in Brussels.
The main task of the EDA is to support the Member States and the Council in their effort to improve the EU’s defence capabilities in the field of crisis management and to sustain the ESDP as it stands now and develops in the future.
To this end, the Agency works for the development of defence capabilities in the field of crisis management, the promotion and enhancement of European armaments cooperation, the strengthening of the European Defence Technological and Industrial Base (DTIB), the creation of an internationally competitive European Defence Equipment Market (EDEM) and the enhancement of Research and Technology (R&T).

2. THE AGENCY'S WAY OF WORKING

The Agency is an "outward-facing" organisation, constantly interacting with a wide range of stakeholders, in particular the participating Member States. Internally, it works on a "matrix" principle, with multi-disciplinary teams forming and re-forming to pursue different elements of its work programme. Its business processes are flexible, oriented towards achieving results rather than following rigid procedures. Staff at all levels need to demonstrate the corresponding qualities of flexibility, innovation, and team-working; to work effectively with stakeholder groups, formal and informal; and to operate without the need of detailed direction.

3. THE CORPORATE SERVICES DIRECTORATE

The Corporate Services Directorate provides all the Agency's needs in the areas of infrastructure, budget management, personnel management, contractual affairs, information & technology, security, registry and legal matters.

4. DUTIES

Duties will evolve according to development of the EDA's structure and activities, and the decisions of EDA management.  The Infrastructure Section is responsible for all aspects of facilities management.  In this context, the Site Management Technician will co-operate with the Infrastructure Head of Unit and the team in the proper functioning of the Unit with particular reference to:

  • the general daily maintenance of local infrastructure and related services;
  • technical emergency interventions in case of power or lift breakdown, problems relating to the technical or audio-visual installations in the building;
  • follow-up of technical interventions of contractors;
  • small repairs, such as resolving problems with doors, locks, parquet;
  • maintenance of duty cars and transport of persons, mail or goods;
  • reception and distribution of supplies;
  • handling and assembling furniture;
  • setting up of meeting rooms;
  • other duties as may be required.

5. QUALIFICATIONS AND EXPERIENCE REQUIRED

a. Conditions for eligibility:
(1) General

  • be a national of a Member State participating in the Agency;
  • be entitled to his/her full rights as a citizen;
  • be over 21 and normally under 60 years of age at the time of taking up his/her appointment;
  • have completed any initial term of compulsory national service required of him/her under the provisions of his/her national legislation;
  • have no personal interest (financial, family relationship, or other) which could be in conflict with disinterested discharge of his/her duties within the Agency;
  • a level of secondary education attested by a diploma giving access to post secondary education, and appropriate professional experience in the field of electricity, electro-mechanics or another construction-related branch, or professional experience of an equivalent level;
  • have a thorough knowledge of one of the official languages of the EU, and an adequate knowledge of another of these languages - for reasons related to this position, a good knowledge of at least French and English is required;
  • for the function of driver, be in the possession of a valid drivers' licence of European level B or above;
  • hold, or be in the position to obtain, a valid security clearance certificate (SECRET) from his/her national security authority;
  • for reasons related to the Agency’s operational requirements, be available at short notice for the job.

b. Essential selection criteria
(1) Professional
- The candidate will be required to demonstrate that s/he has technical experience in site management.
- The candidate will be required to accept irregular working hours (compensated in line with EDA Staff Regulations), depending on the needs of the Unit.  He/She may be required on a regular basis to start work at 7am, or may be required to work late in the evening.
- Candidates should be aware of the fact that the position is physically demanding (e.g. manual handling of furniture or equipment).

(2) Personal
All staff must be able to fit into the Agency's way of working (see para. 2). Other attributes important for this post include:

  • Strong motivation to perform general service duties;
  • Accuracy and dependability;
  • Flexibility, tact and pleasing disposition, with a strong sense of duty and responsibility; 
  • Ability to present a positive and professional image of the Agency in external relations;
  • Good organisation, resilience to change and receptiveness to a rapidly evolving work environment; 
  • Ability to work in a team.

6. INDEPENDENCE AND DECLARATION OF INTEREST

The Site Management Technician will be required to make a declaration of commitment to act independently in the Agency’s interest and to make a declaration in relation to interests that might be considered prejudicial to his/her independence.

7. APPOINTMENT AND CONDITIONS OF EMPLOYMENT

The Site Management Technician will be appointed by the Chief Executive, upon recommendation of the Chairman of the Selection Committee.
Recruitment will be as a member of the contractual staff of the Agency for a four-year period (unless a shorter period is mutually agreed between the parties), with a probationary period of nine months.  Extension is possible within the limits set out in the EDA Staff Regulations.  The successful candidate will be recruited as function group II .

Failure to obtain the requisite security clearance certificate before the expiration of the probationary period may be cause for termination of the contract.

Candidates are advised that part of the recruitment process includes medical analyses and physical check-up with an Agency’s Medical Adviser.
