Organisation: EurAC Post Title: Policy officer Aid and Development Job Location: Brussels Closing Date: 25_09_2006 Job Description: The policy officer A&D is in charhge of the fooluw up of the flows and mechanisms of the European aid targetting Central Africa and contributes to our advocacy work on these topics. Policy Officer – Aid and Development Main purpose of the job: · To contribute to the development of policy positions targeting the European Union (institutions and member States) and the International Financial Institutions · To design and implement advocacy strategies aimed at influencing European development policy towards Rwanda, Burundi and DR Congo · To undertake research and analysis into the impact of policy decisions and aid programmes on the Great Lakes region · To write concise and tailored briefings on issues relating to development aid for Central Africa for the purposes of lobbying decision makers · To represent EurAC in Europe and in the Great Lakes region · To monitor and respond to policy debates and opportunities to influence EU institutions and Member States · To identify, develop and maintain key strategic alliances in Brussels, elsewhere in Europe and internationally · To develop and maintain contact with local organisations in the Great Lakes region · To stimulate the exchange of information among EurAC members, and to coordinate and support advocacy carried out by members at national level · To write articles for EurAC’s monthly newsletter and for the European press Person specification: Qualifications - Graduate qualifications or equivalent experience ideally in economics, development studies or international relations Knowledge and experience - Three years experience of advocacy or lobbying in an NGO or similar environment - Excellent knowledge of Central Africa, professional experience in the region is desirable - Professional experience with EU institutions and, more specifically knowledge of EDF programming procedures and implementation - Sound knowledge of the international financial institutions - Sound knowledge of the approaches of development, human rights and humanitarian NGOs Skills - Bilingual French and English (ability to write to publishable standard in one language and to communicate fluently in the other) - Excellent verbal and written communication skills, including the ability to communicate complex issues to a wide range of audiences - Strong research and analytical skills - Strong interpersonal skills, including the ability to build working relationships with a wide range of stakeholders - Ability to work to deadlines and prioritise work effectively - Team spirit, flexibility, sense of initiative Travel - Willingness to travel regularly in Europe and Central Africa (including to conflict zones) Conditions: - Permanent contract with a six-month probation period. EurAC seeks to ensure that European policies towards the Great Lakes are more coherent and more attentive to the needs and aspirations of the populations of the region.
